VIRGINIA HIGHLANDS COMMUNITY COLLEGE
CLASSIFIED SUPPORT STAFF ASSOCIATION BY-LAWS

ARTICLE I - NAME

The name of the organization shall be the VHCC Classified Support Staff Association. Herein called the Association.

ARTICLE II - PURPOSE

The purpose of this organization shall be to provide a communication link between administration, faculty and staff, and a forum whereby staff members have a voice in working conditions, college policies, professional development and other matters affecting the staff at Virginia Highlands Community College.

ARTICLE III - MEMBERSHIP

The voting membership of the Association shall consist of those classified support staff members permanently employed with a minimum of 20 hours weekly and who have been employed a minimum of 6 months by VHCC and who elected to participate in the Association.

ARTICLE IV - FINANCE

The College shall defray all necessary expenses for the operation of the Association as approved by the College President.

ARTICLE V - OFFICERS

The officers of the Classified Personnel Association shall include a President, Vice President, Secretary, and Treasurer.

Section 1. Duties of the Officers:

The President shall:

1. Preside at the meetings of the Association.
2. Have the power to call special meetings.
3. Be empowered to appoint Ad Hoc Committees deemed necessary.
4. Be the liaison with the Administration and Faculty.

The Vice-President shall:

1. Perform all duties of the President in the absence of the President.
2. Become President for the remainder of the term of office, if for any reason the President should be unable to continue her/his duties.

The Secretary shall:

1. Keep minutes of the meetings and distribute minutes to all members.
2. Issue all notices and carry on correspondence at the direction of the President.
3. Keep an up-to-date membership list.

The Treasurer shall:

1. Be responsible for collecting and accounting for all funds entrusted to the VHCC Classified Staff Association.
2. Serve in all of the capacities of the Secretary in the Secretary's absence.

Section 2. Elections: Officers shall serve for a term of one year commencing on the first day of each July. No officer shall serve more than two consecutive terms. Elections of officers shall be by secret ballot at the May Meeting.

ARTICLE VI- MEETINGS

There shall be a regular meeting once per month at a time and date set by the officers. Special meetings may be called by the President. Fifty-one percent of the membership shall constitute a quorum.

ARTICLE VII- DUES

There shall be no mandatory dues assessed this membership.

ARTICLE VIII- COMMITTEES

The President shall appoint members to any Ad Hoc Committees as deemed necessary. Standing Committees may be established as deemed necessary by the membership.

ARTICLE IX - RATIFICATION

This Constitution shall take effect upon the approval of a majority of the voting members.

ARTICLE X - AMENDMENTS

Amendments to this constitution shall be ratified by a majority vote of the members at a regular meeting.

Amendment 1 - Special Election: In the event an officer should leave office before the officer's term expires, the president should then call for a special election to fill that vacancy.

Amendment 2 - May Meeting: On the scheduled meeting date in May, the Classified Support Staff Association will conduct the following business:
1. Election of standing committee members.
2. Election of new classified support staff officers.
3. Also any other business the president may have on the agenda.

Amendment 3 - Expenditures Under $100: The officers of the Association are authorized to approve expenditures under $100 without the approval of the entire Association.
