ACCOUNTANT

The Accountant reports to the Vice President of Financial and Administrative Services (VP of F&AS) and has responsibilities including the following:

1. Supervising and controlling work flow of Fiscal Assistant and Work Study student.

2. Performing General Accounting Functions by applying established policies and procedures and personal initiative and judgment.

3. Independently performing monthly reconciliation of the statewide accounting system (CARS) to the college’s accounting system (FRS) for cash balances appropriations, allotments, budgets, total expenditures, and net revenues in accordance with deadlines issued by the Virginia Department of Accounts. Analyzing all discrepancies and makes necessary adjustments and corrections while maintaining a clear audit trail.

4. Working closely with VP of F&AS to provide professional level assistance and advice in the development and implementation of annual budgets for state and local funds.

5. Designing budget documents.

6. Performing grants management and control, including closeouts. Reviewing budgeting procedures and use of standardized software with project directors.

7. Preparing Financial Statements including performing agency reconciliation of all funds; preparing all opening, closing, and adjusting journal entries. Assembling data and preparing year-end financial statements on accrual basis in accordance with GAAP and AICPA standards. Preparing year-end financial statements on cash basis for submission to Local Board. Meeting deadlines established by VCCS, Virginia Department of accounts, and Local Board.

8. Performing all fixed asset accounting in accordance with FAIS/FAACS guidelines and serving as Fixed Asset Coordinator. Conducting physical inventory counts in accordance with established audit guidelines. Performing accounting functions for VHCC’s Equipment Trust Fund allocations meeting deadlines established by VCCS and SCHEV.

9. Serving as Reports Coordinator between the College, the System Offices, and other agencies.

10. Acquiring FRS access for budget managers and cost center liaisons. Providing basic FRS training as well as training in reconciling departmental budget records to FRS.

11. Participating in institutional effectiveness activities and processes when requested including, but not limited to: strategic planning, college-wide surveys, and related workshops/seminars; and implementing appropriate institutional effectiveness processes related to business office services including, but not limited to, annual departmental planning and evaluation cycles, using a variety of measures and institutional data to improve programs and processes as determined necessary and appropriate.

12. Fulfilling such other functions as may be designated by the VP of F&AS.
