VICE PRESIDENT OF FINANCIAL AND ADMINISTRATIVE SERVICES

The Vice President of Financial and Administrative Services is the chief financial and business officer of the College and is responsible to the President. The specific responsibilities of the Vice President of Financial and Administrative Services including the following:

  1. As a member of College's administrative staff and President’s Advisory Cabinet (PAC), participating in the development of policies and programs for the entire College.

  2. Providing leadership and supervision for the staff in this division: bookstore, buildings and grounds, business office, safety and security, human resources and payroll, copy center, and shipping and receiving.

  3. Serving as financial and budget officer, including responsibilities as fiscal officer, contracts officer and liaison with auditors. The Vice President will develop, manage, plan, analyze, make projections and advise the President in these areas.

  4. Coordinating and administering the Capital Outlay and Maintenance Reserve planning and execution processes. This includes coordination with the Building Committee and the VCCS Facilities Planning and Engineering Staff.

  5. Administrating a records management program in accordance with the Code of Virginia, Section 42.1.22., and reporting disposition of records to the Virginia State Library.

  6. Serving as reports coordinator between the College, the System Offices, and other agencies, and maintaining procedures to assure the accuracy, consistency, confidentiality, and maintenance of all official reports.

  7. Providing leadership across the financial and administrative services areas for the College's institutional effectiveness processes including but not limited to the following:  strategic planning and division/departmental annual planning and evaluation cycle.  In addition, providing leadership for the College's budgeting cycle including opportunities for input directly linked to strategic planning, student outcomes assessment, program review, and annual division/department planning and evaluation.  
     
  8. Serving as Acting President when both the President and the Vice President of Instruction and Student Services are absent from the College.

  9. Fulfilling other functions as may be designated by the President.
