The problem:

Answer the following:

1. How accurately do you think you can measure the time between two events using the TIMER program?

answer/question/discussion: Using the differences in my shortest time (0.09s) verses the difference in my longest time (0.4s) measuring the pendulum,

My average comes to .31 seconds accurate.

2. What is the shortest time interval you think you would be able to measure with reasonable accuracy?

answer/question/discussion: 0.09seconds

3. How does the percent error in timing intervals change as the time between the events gets smaller?

answer/question/discussion: It would indicate increase in accuracy.

4. How accurately are you able to measure the positions of the ball and the pendulum in the initial video?

answer/question/discussion: The video is too poor so I would guess within 1 second.

Positions aren't measured in seconds. You probably meant somethin like 1 inch, which is not unreasonable.
