No, it means it's just not as accurate as it could be.

it counts in .01563 intervals.

** Why did you rarely, if ever, observe that same time interval twice? **

If you're watching yourself/timing yourself, you have a tendency to try to mimic the times, however, if you look away from the screen and just breathe (like I did) you will just breath at a normal rate, which varys.

** Do you think this program is accurate to .1 or .01 ... **

I'm going with awnser a, even though its closer to .015. The timer works with units of .01563 (as witnessed above), but I wouldn't consider it being accurate to .01 because of the .00562 after the .01 spot.
