For the RC circuit lab I come to the line:
Multiply the resistance in ohms by the capacitance in Farads (the capacitance is marked on the capacitor; it is probably either 1 Farad or .47 Farad). This will give you a quantity called the 'time constant'. Its units are seconds.

I don't have the resistors. I neglected to do a thorough inventory when I got my kit, so I will have to use a bulb for this lab. If using a bulb, what would I do for this step?

The resistors would have been in the graduated cylinder.
In any case you could use a bulb. In a previous experiment you used a bulb which had resistances measured, though not all that accurately, in the 10-20 ohm range. That would be a good one to use, and you could approximate the resistance as 15 ohms.
