In the solution it reads:

Circle 2 moment of inertia: m2 * r2^2 = ( 89.69333 kg)( 6.2 meters) ^ 2 = 278.0493 kg m ^ 2, and
Circle 3 moment of inertia: m3 * r3^2 = ( 134.54 kg)( 9.299999 meters) ^ 2 = 417.074 kg m ^ 2.

This solution does not square the radius, it just squares the units (in this case meters)

That would be a flaw in the calculation used with the randomizer (not blaming the randomizer or the calculation, since I wrote both).
Your solution looks good.

I squared the radius and thus got Circle 1 moment of inertia: m1 * r1^2 = ( 44.84666 kg)( 3.1 meters) ^ 2 = 431 kg m ^ 2.
