That is correct. In practice, it's unlikely your final grade would be less than your average on major quiz, tests and labs.
The assignments, especially the qa's and Introductory Problem Sets, along with my feedback, are very important preparation and I don't recommend that you skip them. However if you can complete the labs and prepare for the tests and exam in other ways, you're welcome to do so.
