 I could measure an interval of .01 second with complete accuracy.

How does the percent error in timing intervals change as the time between the events gets smaller?

The percent error gets smaller because the two values of time are getting closer and closer together.

You're dividing by the time interval.  So unless your error gets smaller and smaller, the percent error will get larger.
