The force vector is still vertical. The force vector is along the negative vertical axis. Then rotated the coordinate system counterclockwise through an angle of 20 degrees, this means that the x axis is pointing in a 20 degree direction above horizontal. The y axis is 20 degrees to the 'left' of vertical.

x component : 10 N cos(250 deg) = -3N
