It is said to take the major quiz as part of assignment 10, which is due by the 18th.

There are three parts.
1.) There has been a lot of snow recently, and the college has been closed a lot, as well as when it is open it is hard for me to get out.
2.)It seems there are a few parts that I am not catching on to completely, and so I am slightly behind.
3.) was my proctor information ever verified? should I contact distance learning section of my college and find out?
With those points in mind, I was wondering If i would be penalized in doing the major quiz a little late. It is possible I will still be able to get it done by the 18th, but just in case I am checking in now.

You're doing very well with the material, and appear to be in good shape for the test.
If you want a little extra time, then as long as you're keeping up with assignments it's fine to wait as much as another week to be sure you're fully prepared.
