The minimum verlocity is 4 cm/s and the max is 10 cm/s. So the average could not be 2.5 cm/s.

It's better than a guess, but you do need to make some reasonable assumptions that might or might not prove to be correct.

You are correct that you would need the distance and the time interval to get an accurate result for the average velocity.
