I do not know where to start with the problem. I know that I need to find the average rate for each and then compare them but I fell like I need the velocity to be given for me to be able to do this problem.

I do not know how to solve this problem. I feel like I need to know the velocity that it is traveling at to be able to plug it into an equation and solve for it.
Again you are given displacement from rest and time interval. From this you can determine average velocity, final velocity, change in velocity and acceleration.
