I received your response to my submission of typewriter notation. Amidst the document I had questions which I marked with three question marks (???). You wrote a response indicating that I got the answer right when there was no solution there. However that was the only thing you responded to.

I do not understand where you would like me to ask questions so that I can get an answer from you.

The questions I asked in the document:
1. With regard to non-integer answers, would you prefer fractions or decimals???
If you prefer decimals, how many significant figures???
2.When I get a question wrong, would you like me to resolve and show my work???
3.On the submit work form, there is a box where I type in the time and date I am submitting. Above it there is a line where it says I can include any questions I have for the instructor in the box. Is that an ineffective way to ask a question???
TLDR; What is the best way to ask a question that will ensure you will respond to it?

First, to answer your questions, exact answers are usually preferred except in a situation where we are approximating, in which case the number of significant figures should be reasonable in terms of the precision of the approximation method and the given data. I'll usually point it out if you use an inappropriate number of significant figures.
As far as resolving your work, go by the guidelines for self-critiques, which are included at the beginning of most documents. On that one particular problem you could simply have noted that you multiplied the 2, which was preceded by ^, by the 4 that followed it when you should have done the exponentiation before the multiplication.
I do appear to have missed your questions on this document. If everything looks good, I do go through these initial documents pretty fast.
If I do miss a question, you should do as you've done here and repeat them to bring them to my attention.
Three question marks should suffice, but it would make questions even more visible if you put them before and after your question. Extra question marks, before and/or after, are fine also.
On the questions about significant figures, I just plain missed them. On this particular document, having seen that a student gets that problem I often move quickly through the rest, mainly checking to see that subsequent questions have been answered and that the correct answer 16 appears on the next question.
On the question below, I recall reading what you put before and after the question. Likely I saw what I was looking for and didn't look closely at what was in between.
I fell for the ^2x thing. I mistakenly thought that 2x was grouped because of the lack of * sign. I understand that what was meant was (x - 5)^2 * x …
I'm fairly certain this may have been mentioned in previous assignments, but I can't find it at the moment.

As I am completing these assignments, there are questions that I get wrong (for various reasons). In the syllabus, it says A student who completes all assigned work in the prescribed manner can expect to make an A on this aspect of the course.
Would you mind explaining this a little further? Does this mean that wrong answers are not penalized as long as the student has made an attempt at an answer? ???

You have interpreted this correctly. These documents are assessed on the quality of your effort.
Part of that, of course, would be your responses to any follow-up questions I might pose.
After you have submitted a handful of assignments, ask me and I'll give you a clearer indication of assessment.
Note, though, that this is a fairly minor part of your grade. It can't be neglected, but the tests are the substantial majority of your grade.
