I believe that right now, I can only measure within .25s. I'm sure I can improve that, but this is a new skill to practice and it's not coming easily to me.

For that .25s potential error, the time interval would need to be around 2.5s for my measurements to have about a 10% margin of error.  That's still pretty high, but for the rolling ball experiment, I was still able to get plausible results that I was comfortable with for the purposes of that experiment.

        How does the percent error in timing intervals change as the time between the events gets smaller?

As the time between events gets smaller, the same length of error in seconds becomes a greater percent error.

        How accurately are you able to measure the positions of the ball and the pendulum in the initial video?

Not very accurately at all!  This is the video I had the most trouble with.  I could see the ball hit the table somewhat clearly, and I believe I could feel good about my ability to click a timer pretty close to the precise moment of impact.  But I watched the video at least 15 times and I could never be sure I could even see when the pendulum hit the wall, so even deciding when to click would be a challenge-- then there's the issue of my reaction time, actual click speed, etc.
