The KE of the water is equal to the work done on the plug by the water pressure, so

KE=W and therefore (1/2)mv^2=p*A*L

You know everything but mass and velocity from the problem, and you can find mass by using the volume of the

cylinder to see how much water there is, then finding the density of that. Then just solve for velocity."
