a) I think one could measure the time between two events to .01 seconds
b) The shortest time interval with reasonable accuracy may be half a second
c)yes, the percent error will increase as the time between intervals decreases because of human error. Humans will be better able to be more consistent if there is greater time in between.
d) Not very acuratly. I was not able to see the measuring tape very well. Hence is was hard to see the distance traveled and the time elapsed.
