** Why did you rarely, if ever, observe that same time interval twice? **

The more relaxed breathing you did, the slower your heart rate/breathing became, so the time interval wasn't the same.

Since all of the numbers are multiples of .01563, it's accuracy is limited to about one hundredth of a second.
