Do the assignments count for 10-15 percent of the grade or is it all graded based on the 4 tests?

In practice, I seldom give a student a grade lower than that determined by the test average.
However, though there are occasional exceptions, students who don't submit the assignments seldom end up well enough prepared to succeed on the tests.

Is there anyway in which I can go to the testing site then take a test as a practice test and put it into a submit work form and have you check the answers?

You could go to
http://vhmthphy.vhcc.edu/tests/default.htm
and navigate to your course, and the test you want to work.
There's a new test every 5 minutes. You're welcome to pick one and submit it.
Test problems are actually scanned pictures (sometimes poorly scanned) and won't come through the form, so you would have to type them out. Most are fairly short so this wouldn't be a big problem for you.
