My guess of the average velocity would be 7 cm/sec since it is right in the middle of 10 and 4.

This is just a guess because we don't have enough information to solve the problem. We must know for how long the ball was rolling with each velocity. We cannot say that the average was 7cm/s because the time at each velocity matters a lot.
