The average rate of the acceleration with respect to slope is 5. The acceleration is found by finding the differences in velocities (10/8) and (10/5). Then dividing the difference by the change in time (3). This gives you 0.25 for the acceleration. Now you divide this by the change in slope, since they want the rate with respect to slope, and this gives you 5.
