I went to VHCC today to take the Ch 2 test, but no one could find the folder?

Be sure to read Testing Information in the Initial Information document. I've just sent out an email addressing this. The instructions tell you how the test is to be printed from the website and signed by the attendant.
The attendant you spoke to in the Learning Lab is probably fairly new to the job. Most attendants, having administered my tests before, know the procedure, but you can't rely on that. So when you do take the test be sure you know where the site is and how to access it.
In any case you need to read the instructions and proceed accordingly. Given that you already made a trip to take the test, I won't rush you to make another trip. You can take the test later this week or during the first half of next week, or even 'double up' and take the Chapter 2 test when you take the Chapter 1 test.
