The timer program measures time by increments of .01563 sec.

when measuring longer times with the timer program it will become less likely the times will be the same.
a. if the timer measures in increments of .01563 sec, then it will be unable to measure to .01 sec, but should be fairly accurate if used to measure to .1 sec
