I think I can measure the events within about .15 seconds.

Probably around .1 seconds.

• How does the percent error in timing intervals change as the time between the events gets smaller?

The percent of error increases because there is less time to be precise.

• How accurately are you able to measure the positions of the ball and the pendulum in the initial video?

I can measure them pretty accurately, I could see the position of the ball and the pendulum and determine the place in which it was set along the yard stick.
