There are a few labs on the assignments page that say changes are being made and not to complete them or something similar in nature to that. However I haven't seen them be reposted yet, specifically lab 19. Are these labs not being factored into our grade?

I"m not sure what lab you are referring to as 'lab 19'. I've searched the number 19 on the Assignments page and don't see such reference, nor do I see a lab in Asst 19. Can you send me a copy of that part of the assignment?
In any case, for now you should move on to the labs that don't have any such ambiguity.
