Because we don't know what happened in between. It could have sped up and slowed down (for example, if it was on a curved roller coaster-esque track, it would be slowing down on the curve up and speeding up on the curve down).

Using my best guess for average velocity, it would be 7 cm/sec * 3 seconds = 21 cm.
