I lined the 10.0cm mark with the front end of the first rubber band and measured the length of it. This is number 3 of my rubber bands and I would assume that my measurement is accurate +-.02

I am not using a reduce ruler. I know that my measurement is to the half milimeter, but within .02 is a good estimate.
