My best guess is the ball traveled 1.3 cm in the first 3 seconds.

There is no reason to expect that the ball is ever moving at 0 cm/s during this interval. It starts at 4 cm/s and ends at 10 cm/s.
If its velocity is never less that 4 cm/s, meaning that it moves no less than 4 cm every sencond, then it will move much further that 1.3 cm in 3 seconds.
