HUMAN RESOURCE MANAGER
The Human Resources Manager reports to the Vice President of Financial and Administrative Services and has responsibilities including the following:
1. Managing the College's Employee Benefits Program including serving as
coordinator/counselor to employees regarding complex benefit options and acting
as college liaison with all entities offering benefits to employees.
2. Acting as College coordinator of State and VCCS personnel policies and
procedures including counseling and advising employees and college
administration on a wide variety of personnel matters and overseeing adherence
to state and federal personnel programs regulations.
3. Managing the College's employee transactions and records programs including
signatory authority on routine transactions and providing authorization of
transactions for input into state personnel and benefit management systems.
4. Managing classified staff position description and evaluation process
including coordinating preparation and maintenance of Employee Work Profiles;
coordinating staff evaluation process; and reviewing positions for appropriate
in-band adjustments and role title changes.
5. Supervising the preparation of all College payrolls including ensuring that
college is adhering to established policies and procedures; overseeing and
approving all college leave records; certifying payrolls; and training employees
and supervisors in timekeeping and leave policies and procedures.
6. Managing the College's Recruitment/Selection Programs including coordinating
advertising; ensuring compliance with college, VCCS and DHRM policies and
procedures; providing training for search committees; and providing continuous
review and guidance during selection process.
7. Planning, organizing, and directing all operations of the Human
Resources/Payroll Office including supervising and evaluating staff; overseeing
staff training and development; establishing departmental goals; and managing
departmental budget.
8. Participating in institutional effectiveness activities and processes when
requested including, but not limited to: strategic planning, college-wide
surveys, and related workshops/seminars; and implementing appropriate
institutional effectiveness processes related to human resource and payroll
services including, but not limited to, annual departmental planning and
evaluation cycles, using a variety of measures and institutional data to improve
programs and processes as determined necessary and appropriate.
9. Performing other assignments as designated by the Vice President of Financial
and Administrative Services and consistent with the classification.
