The car will be going an equal speed when it ends as when it began. When the car begins coasting up the hill it has the forces of friction and gravity working against it. When the car is coasting up the hill it gradually loses speed due to the forces of gravity. When it comes to a stop and then coasts down the hill, it will accelerate in the same pattern and speed that it decelerated when it coasted up the hill.
