3.23 EMPLOYEE RELATIONS ISSUES

The Department of Employment Dispute Resolution (EDR) is available to advise employees on work-related problems, use of the grievance procedure, and mediation. It also assists employees and managers in exploring options for resolving work-related conflicts.
Classified employees have access to the State Grievance Procedure after completing the probationary period. This procedure allows employees to bring concerns to the attention of upper management.

Before seeking dispute resolution through the Grievance Procedure, employees may choose the less formal alternative of mediation. The Commonwealth Mediation Program for classified state employees is a voluntary process whereby trained mediators work with the parties in strict confidentiality to resolve work-related conflicts.

DHRM Administrative Leave Policy 4.05 provides for employees to use a reasonable amount of work time to pursue these remedies. Resolution step meetings, grievance hearings, and meetings with EDR counselors may generally be charged to Administrative Leave.
