2.1.1      State Board for Community Colleges

The State Board for Community Colleges (State Board) is the state agency responsible for the establishment, control, administration, and supervision of all community colleges in the Commonwealth of Virginia. The following policies found in Sections 23-215 through 23-220 of the Code of Virginia govern the State Board:

23-215 - Responsibilities of Board and System
23-216 - Number, terms and eligibility of members of Board
23-217 - Chairman and vice-chairman of Board; oath of members; meetings; quorum; rules and regulations
23-218 - Plan for comprehensive community colleges; appropriations; tuition fees and charges; grants or contributions; apprenticeships
23-219 - Diplomas, certificates and associate degrees
23-220 - Local community college boards

2.1.2      VCCS System Office, Chancellor, and System Office Organizational Chart [Reference: Section 2A - 2.9  Administrative Relationships and Responsibilities B. System Office/Chancellor - VCCS Policy Manual]

The Chancellor is the Chief Executive Officer of the Virginia Community College System and Secretary to the State Board for Community Colleges.  It is the duty of the Chancellor to formulate rules and regulations, and provide for assistance through the system office as necessary for the proper performance of the prescribed duties of the office. The State Board prescribes the duties of the Chancellor, in addition to those duties otherwise prescribed by law. 

The State Board also approves the appointment by the Chancellor of agents and employees as may be needed by the Chancellor and the System Office in the exercise of the functions, duties, and powers conferred and imposed by law and in order to effect a proper organization to carry out their duties.

The purpose of the Virginia Community College System staff is to assist the Chancellor in the exercise of his/her duties. This is accomplished through the following three areas of activity: 1) providing support for the State Board for Community Colleges; 2) coordinating the administration of State Board policies and supporting the twenty-three community colleges as they fulfill the mission of the Virginia Community College System; and 3) acting as liaison with external entities, the public, and state and federal governments. page top

2.1.3 VCCS Professional Advisory Committees

The following committees serve in an advisory capacity on system-wide matters as outlined below and further delineated in Section 2B - 2.4 of the VCCS Policy Manual. [Reference: Section 2B - 2.4 Statewide Professional Advisory Committees - VCCS Policy Manual] page top

Advisory Council of Presidents: The Advisory Council of Presidents (ACOP) serves in an advisory capacity to the Chancellor of the VCCS. It is the chief statewide advisory group, with the community college presidents serving as the representatives of their institutions. ACOP meets at the call of the Chancellor to deliberate and make recommendations on items in a formal agenda set by the Chancellor. The Advisory Council of Presidents has three (3) standing committees: 1) Academic and Student Affairs; 2) Budget and Finance; and 3) Personnel.

These committees conduct detailed investigations into matters referred by the Chancellor. Among these matters shall be recommendations on system-wide policy changes which come to the Chancellor from the Academic and Student Affairs Council, the Advisory Committee of Chief Business Officers, and the Advisory Committee of Faculty. Results of these detailed investigations are reported to the full Council for deliberation and become the basis for subsequent recommendations to the Chancellor. Each committee has as a major responsibility, the identification of both current and future issues. 

As issues are identified, the standing committees forward them in writing to the Chancellor's Planning Council, which consists of the chairs of the three standing committees, at least two additional presidents appointed by the Chancellor, and the Executive Vice Chancellor. The Council also serves, upon request by the Chancellor, as special advisors on matters that arise between regularly scheduled meetings of the Advisory Council of Presidents. As requested by the Chancellor, each standing committee interacts periodically with the Planning Council to research and discuss issues or evaluate Council recommendations related to the committee's responsibilities.

Special ad hoc committees of deans, faculty, students, etc., may be appointed by the Chancellor to work with a standing committee of the Council of Presidents on a specific issue.

Academic and Student Affairs Council: The Academic and Student Affairs Council for the VCCS serves as an advisory body on system-wide matters related to Academic Affairs and Student Services. The Council meets at the call of the Vice Chancellor for Academic Services and Research.  Recommendations on system-wide policy matters are forwarded to the Chancellor who may present them to the appropriate committee of the Advisory Council of Presidents for its consideration. The Chancellor shall not implement system-wide policy recommendations coming from the Academic and Student Affairs Council until the Advisory Council of Presidents has reviewed the matters.

Advisory Committee of Deans of Financial and Administrative Services and Business Managers: The Advisory Committee of Deans of Financial and Administrative Services and Business Managers for the VCCS serves as an advisory body on system-wide matters related to Administrative and Fiscal Affairs. The Committee meets at the call of the Vice Chancellor for Administrative and Fiscal Affairs, who serves as the chairman. Recommendations on system-wide policy matters are forwarded to the Chancellor who may present them to the appropriate committee of the Advisory Council of Presidents for its consideration. The Chancellor shall not implement system-wide policy recommendations coming from the Deans/Business Managers Committee until the Advisory Council of Presidents has reviewed the matters. The Committee shall also serve as a mechanism for the exchange of information among the participants and for appropriate staff development activities.

Advisory Committee of Faculty: The Advisory Committee of Faculty serves in an advisory capacity to the Chancellor of the VCCS on system-wide issues. The Committee meets at the call of the Chancellor to deliberate and make recommendations on items in a formal agenda set by the Chancellor. The Chancellor shall not implement any system-wide policy recommendations coming from the Faculty Committee until it has been reviewed by the Advisory Council of Presidents.

Advisory Committee of Deans and Directors of Workforce Development and Continuing Education: The Advisory Committee of Deans and Directors of Workforce Development and Continuing Education for the VCCS serves as an advisory body to the Vice

Chancellor of Workforce Development Services on system-wide matters related to workforce development and continuing education. The Committee meets at least three times a year at the call of the Vice Chancellor for Workforce Development Services who serves as chairperson. Proceedings of the Committee meetings, as well as the exchange of information among the participants on credit, non-credit, workforce, economic and community development initiatives, will be posted at www.vccs.edu/workforce and distributed to the Chancellor, the Chancellor' s staff, and the Presidents. Recommendations on system-wide policy matters will be forwarded by the Vice Chancellor to the Chancellor who will channel them to appropriate entities (e.g., ACOP, Deans and Provosts, State agencies, etc.) for further consideration, review, and/or action.

Distance and Distributed Learning Committee: The Distance and Distributed Learning Committee for the VCCS serves as an advisory body to the Vice Chancellor of Academic Services and Research on system-wide matters related to distance learning. The Committee is comprised of one member per college selected by the college president and meets at least three times a year in person or electronically, at the call of the Chairman. The proceedings of the Committee meetings, as well as the exchange of information among the participants, will be posted at www.vccs.edu and distributed to the Chancellor, Vice Chancellor for Academic Services and Research, the Chancellor's staff, and the Advisory Council of Presidents (ACOP). Recommendations on system-wide policy matters will be forwarded by the Vice

Chancellor of Academic Services and Research to the Chancellor who will channel them to appropriate entities (e.g., Academic and Student Affairs Council (ASAC), Advisory Council of Presidents (ACOP), State agencies, etc., for further consideration, review, and/or action.

2.1.4      Contact with Other State Agencies

Official contact with other state agencies for units within the VCCS will be made only by the System Office.

2.1.5      Coordination with the State Council for Higher Education in Virginia (SCHEV)

The State Board encourages close articulation of the community college program with other institutions of higher education and adheres to the policies of SCHEV for the coordination of all programs of higher education throughout the Commonwealth of Virginia .
