3.18 Classified Employees

Classified employees are covered by the
provisions of the Virginia Personnel Act
(Title 2.2, § 2.2-2900 of the Code of
Virginia) once they have completed the
probationary period. Classified employees
are assigned to positions within the
occupational families listed in the
Commonwealth’s Compensation Plan. Classified employees whose positions receive ten percent or more of required funding from non-continuous or non-recurring funding, such as grants, donations, contracts, capital outlay projects, or higher education auxiliary enterprise revenues, are designated as restricted employees. Restricted employees have access to the provisions of Policy 1.30, Layoff, only if their immediate prior service was in a non-restricted, full-time classified position. Restricted employees may have access to the provisions of Policy 1.57, Severance Benefits. Wage employees are not covered under the Virginia Personnel Act but certain policies address wage employees and applicants for state employment. The Department of Human Resource Management (DHRM) is the state agency authorized to develop and interpret human resource policies in accordance with Title 2.2, Chapter 12 of the Code of Virginia. The information included in this section will include, as available, links to the actual state policy as published in the DHRM Policies and Procedures Manual or other state agency policy and procedure manuals as appropriate. The DHRM Policies and Procedures Manual is divided into six categories: General Policies; EEO Practices; Compensation Management; Benefits Management; Management Development and Training; and Records Management. DHRM also publishes an Employee Handbook that provides basic information related to classified employment and provides reference links to the DHRM Policies and Procedures Manual. The Employee Handbook has served as a reference source for the VHCC Faculty and Staff Manual. Supervisors, managers and human resource staff will also find information here that is useful in their work with classified employees. The VHCC Faculty and Staff Manual provides basic information on most state policies applying to classified staff with a link to the official state policy. More detailed information is available in this manual for policies and programs specific to VHCC. The VHCC Faculty and Staff Manual is not a contract, nor is it an invitation to contract. |
