The College maintains a variety of
administrative and auxiliary services in
support of faculty, staff, and students. The
following are brief descriptions of the
services, along with some of the more
significant regulations. It is not intended
that this section provide all-inclusive
operating procedures.
4.2.1 Bookstore
The Bookstore, operated by a separate
contractor, is for the convenience of the
students and faculty. The Bookstore is in
the Southwest Virginia Higher Education
Center located on the lower portion of the
VHCC campus.
4.2.1.1
Hours
The Bookstore is open approximately 40
hours per week, Monday through Friday.
An exact schedule of the Bookstore hours
is posted on the Bookstore door as well
as the VHCC website for each semester.
Bookstore hours for classes during the
first two weeks of each semester will be
extended to accommodate increased use.
Changes in hours will be posted and on
the Bookstore door, on the VHCC website,
and sent via e-mail to the campus
population.
4.2.1.2 Return
Policy
Before purchasing any books, students
should check carefully with their
instructors for the exact title,
edition, and ISBN which will be used in
a particular course. This information is
also available on the bookstore website
(http://www.vhcc.edu/bookstore). The Bookstore has
the following policy on returns:
- Books must be returned within
seven (7) days of the start of
classes or 2 days of the receipt
dates.
- Sales slip must be returned with
textbooks for refund.
- The book must be in the same
condition as it was when purchased.
- Refunds are issued in the manner
the customer used to pay for the
merchandise.
- No refunds will be made on
supplies.
4.2.1.3
Bookstore Web Site
The Bookstore web site is operated by
the bookstore contractor and is updated
regularly. The web site allows the
students to place orders on-line with
the option to pick up the books at the
Bookstore or have them shipped to them.
Payment for this option is by credit
card only.
The Bookstore web site also allows the
faculty and adjunct faculty to place
book orders on-line, enables them to
review past book orders and estimated
enrollment figures, and displays ISBN
information for each textbook.
4.2.2 Campus
Police
The Campus Police Office is located in Room
212 of the Instructional and Student Center
(ISC) Building. The Campus Police department
is responsible for maintaining orderly
traffic and parking control and for
protection of personnel and property against
violations of College rules and regulations
and public laws. The Campus Police serves as
the official safety officer and fleet
management officer.
4.2.3 Lost and Found
The Receptionist in the Administration
Building maintains a lost and found service.
All personal items found in and about the
college should be turned in to the above
office. They may be claimed upon proper
demonstration of ownership. A “lost and
found” bulletin board is located in the hall
of the Instructional Building.
Hours for claiming lost and found items are
from 8:30 a.m. to 5:00 p.m. Monday through
Friday at the Reception Desk in the
Administration Building.
Items remaining unclaimed for more than 90
days are subject to surplus or being sold at
public auction, after public notice of the
sale is made in the College Bulletin, posted
on the “lost and found bulletin board,” and
mail notice of the sale is made to the last
known address of any person the college
determines reasonably to be the owner.
4.2.4 Mail
Interoffice mail is picked up from and
distributed to each of the administrative
offices, the division offices and other
designated locations each day. Out going
mail will be picked up and processed at this
time. Incoming mail for faculty members is
distributed to the division offices each
day.
4.2.5 Maintenance and
Custodial Services (Buildings & Grounds)
The primary responsibility of the
maintenance and custodial staff is to keep
the buildings and grounds clean, in good
appearances, and the equipment in proper
working order.
The staff has been instructed not to disturb
materials stacked on desks, chairs, window
sills, etc. Material to be discarded should
be placed in the waste basket or clearly
marked “TRASH PLEASE DISCARD.”
The routine duties of the staff require most
of their time. They are to cooperate with
faculty and staff members in requests for
reasonably small jobs, but jobs requiring
more than a few minutes or that interfere
with normal operations must be requested
through the Buildings and Grounds
Superintendent. Work request forms may be
found in the Public Folder at
Z:\DOCS\Buildings and Grounds Work Request.
The work order request should be completed
in detail and submitted to the Buildings and
Grounds Superintendent. If the work requires
repairs or if cost is involved, the order
must have the approval of the supervisor or
budget manager of the area.
The work order request should answer the
following questions:
- What is the specific nature of the
request for service?
- Where is the location of the service
to be provided (room number, floor,
building name, etc.)
- When is the time desired for
completion?
- Budget – what department is
responsible for paying for the requested
service?
The Superintendent of Buildings and
Grounds will evaluate the request,
prioritize the work into the work flow, and
communicate with the requester as to the
status of the request. Any emergency
requests should be made immediately to the
Buildings and Grounds Superintendent.
4.2.6 Motor Vehicles
In addition to the State Motor Pool cars,
the College owns various other vehicles. Use
of these vehicles is normally restricted to
the special purposes for which they are
assigned. Anyone having special needs should
contact the appropriate staff member in
charge of the vehicle or the Business
Office.
Each person driving State owned vehicles is
expected to become familiar with the rules
and regulations concerning their use.
Further information is available in the
Business Office, from Campus Police, and in
the automobile glove compartments.
Any person driving a State owned vehicle
must have a valid driver's license. The use
of State owned vehicles is restricted to
employees, authorized students, and official
business guests.
4.2.7 Secretarial
Assistance
Division secretaries are provided to support
the faculty members within the divisions.
Work study students may be employed by the
Deans to assist the division secretary with
appropriate tasks.
4.2.8 Student
Center
Food and beverages are available through
over-the-counter sales and vending machines
located in the Snack Bar. This area is also
for relaxation and enjoyment between
classes, etc., and your cooperation is
solicited in keeping this area neat and
clean.
A television is provided for viewing
pleasure. The College reserves the right to
lower the volume of the television or to
halt its use during scheduled activities
which may be adversely affected by volume.
A Game Room is also provided for student use
containing foose ball, air hockey, and a
pool table. The College reserves the right
to remove the paddles or pool cues during
scheduled activities which may be adversely
affected by the noise of the games.
The Snack Bar concessions are provided by an
independent vendor under contract with the
College. The Vice President of Financial and
Administrative Services is responsible for
administering the contract.
4.2.9 Copy
Center
The Copy Center provides a variety of
services relating to printing, office
supplies, printer/copier toner, and material
for the College faculty and staff.
Normal hours of operation are 10:00
a.m.-2:00 p.m., Monday through Friday. A
color copier/printer/scanner is housed in
the Copy Center. Advance 1-3 week notice is
required for all large printing requests.
This allows time to ensure the job is done
accurately and on time. The electronic Print
Request form is available at

document). E-mail correspondence, including
requests for paper delivery, should be
directed to
copycenter@vhcc.edu.
It is best to send items to the Copy Center
electronically for reproduction. Duplicating
from a digital source yields the clearest
and brightest reproductions. There may be
some anomalies with shades of color that may
take some time to resolve. Please keep this
in mind when projecting lead time for
projects. Color copying can be very
expensive and should be used sparingly. Copy
Center personnel will evaluate the cost
associated with each request and may
recommend bidding the project out to a
commercial vendor or sending it to Virginia
Correctional Enterprises (VCE) for
completion. Further information about VCE

Specific dates and times should be given, as
close to the actual time needed as possible
(ASAP is not accepted). Normally, jobs will
be run on a first-in/first out basis.
Exceptions will be:
- Emergency jobs specifically
requested or approved by the President
or Vice Presidents.
- Booklets, manuals, large handouts,
other jobs requiring special materials
and/or handling. The larger special jobs
may take 2-6 weeks, and the smaller
special jobs may take 2-3 days,
including lead time.
In order to promote efficiency in work
flow, the duplicating machine operator will
use professional judgment in organizing work
flow with respect to size of paper,
collating, and other technical production
matters.
Free distribution of class handout
materials, not including tests,
examinations, and quizzes, is limited to
fifteen pages per credit hour per student.
Where supplementary texts, topical papers,
programmed materials, and the like are to be
used, they are to be prepared in advance and
sold as a kit through the bookstore. The
bookstore will sell materials prepared in
this fashion at a rate of cost plus 15%,
rounded to the nearest five cents per kit.
All concerned are cautioned not to violate
copyright restrictions.
The copier located in the library is
available on a limited basis for student and
staff copying for personal use. Charges for
this service are $0.10 per copy.
Other copiers, for official business, are
located at several points. Charges are
recorded to
the using division. Jobs requiring more
than 50 copies per page should be sent to
the Copy Center for reproduction on the
large copier/printer if color is required,
or run by the originator on the Science &
Engineering Technologies divisional high
speed copier if only black and white is
required. A log is kept in that
location for proper charge-back of copies.
Use of Duplicating Services by Community
Organizations: At its meeting on November 9,
1972, the Virginia Highlands Community
College Board adopted a motion which states
that duplicating services of the College are
not normally to be made available to
community organizations since this may
conflict with commercial services available
in the area.
4.2.9.1
Miscellaneous Services
Among the services also available in
the Copy Center are assembling, binding,
collating, cutting, drilling, folding,
padding, and shredding.
4.2.10.2
Shipping and Receiving
All materials to be shipped by the
College via other than the US Postal
Service will be forwarded to the Copy
Center or arrangements made with Copy
Center personnel in the case of large,
heavy items.
Likewise, all materials should be
received by the Copy Center personnel.
If you are expecting a package, it is
helpful to notify them at
copycenter@vhcc.edu to expedite
delivery. If any department receives
materials directly from a vendor, the
Business Office should be advised
immediately so that receiving reports,
inventory adjustments, etc., may be
made.
4.2.10 Telephones
To handle the business of the College, each
faculty and staff office is equipped with a
Cisco IP Phone 7940. For further instruction

offers several methods to help a new user
become acquainted with their new 7940 IP
phone. The first option is the feature page
which lists the steps for referencing at a
glance. The second option is the “show it”
page, which allows the user to watch a
demonstration on how to use the selected
feature. The third option is the “try it”
page, which allows the user to virtually
operate the on-screen phone.
Pay telephones are installed in the Snack
Bar and in the courtyard in front of the
Learning Resources Center/Business
Technologies Building for personal long
distance calls and for student and visitor
use.
