VHCC adheres to VCCS Policy 6.1 – Student Domicile which is guided by the Code of Virginia (Section 23-7.4) and the regulations of the State Council of Higher Education on determining domicile – Domicile Officers Guidelines.

The Director of Admissions, Records, and Financial Aid determines if a student has been domiciled in the Commonwealth of Virginia for at least one year immediately prior to the commencement of the semester for which in-state tuition is sought.
